National program to develop efficient and sustainable fisheries

    ( To develop sustainably the fishing industry with a structure of ships and occupations suitable to the permitted exploitation of aquatic resources; safe production, high economic efficiency, improving the lives of fishermen, contributing to ensuring national defense and security, maintaining the independence and sovereignty of the sea and islands of the Fatherland.

    Deputy Prime Minister Le Van Thanh has just signed Decision 1090/QD-TTg dated September 19, 2022 approving the national program to develop effective and sustainable fishing for the period 2022 - 2025, with a vision to 2030 Program).

    The specific objective of the Program to 2025 is to reduce the quota for offshore fishing licenses by 10% compared to 2020; determine the allowable catch by species for the tuna fishery.

    100% of coastal provinces and cities determine quotas for fishing vessels exploiting coastal waters and inland areas under their management; 100% of fishing vessels operating in the high seas installed cruise monitoring equipment in accordance with regulations and were provided with a bulletin to forecast fishing grounds for efficient fishing.

Build at least 3 models, pilot projects

    The program also targets localities to build at least 03 models and pilot projects in one of the following projects and models: (i) Wholesale markets, seafood auction markets associated with ports fish, the fishery center of the region or region; (ii) The model of linking the chain of exploitation - purchase - preservation - consumption of seafood; (iii) Model of linking fishing and fisheries services with eco-tourism, community-based tourism, rural tourism in fishing ports, fishing villages, and traditional coastal craft villages.

    Monitor 100% of exploited aquatic products and imported seafood materials; 100% of inspected fishing vessels are issued with a Certificate of food safety eligibility according to regulations.

    Completing and updating, effectively exploiting and managing the National Fisheries Database (VNFishbase) nationwide; building and implementing a model of managing the fishing activity book in Vietnam.

Building and developing affiliate and joint venture models

    One of the tasks of the Program is to develop cooperation and association in the production, processing and consumption of products.

    Specifically, organizing and guiding businesses and establishments that purchase and consume aquatic products to actively participate, promote their roles, enhance social responsibility, and share benefits with fishermen in the chain. production value of fishing to improve the value of caught fishery products. To encourage and mobilize the establishment of Associations and Traders Associations in the locality.

    Building and developing models of association and joint venture, linking all stages in the production process, from exploitation, preservation to processing and consumption of products suitable to each profession and each locality.

    Continue to promote consumption, increase the value of fishery products caught in the domestic market and export market.

    Building models of job change, rural tourism development, coastal fishing community tourism suitable to local characteristics, contributing to preserving and promoting traditional values, especially cultural identity. of coastal areas, creating alternative livelihoods for fishing occupations that affect resources and the environment, gradually creating stable jobs, improving the living standards of the fishing community, contributing to environmental protection. ecological environment in coastal areas associated with new rural construction.

Strictly handle “3 no” fishing vessels

    Another task of the Program is to strengthen the management of fishing activities. Specifically, strengthen inspection, supervision and management of fishing vessels under quotas of licenses for fishing at sea under the Fisheries Law 2017.

    In addition, strengthen control and strictly handle "3 nos" fishing vessels: no registration, no fishing license, no registration. Strictly handle violations in the field of fishing, especially fishing vessels violating illegal, unreported and unregulated (IUU); fishing in the wrong area, wrong route.

    To further strengthen the supervision and management of the repair, construction and conversion of fishing vessels, especially enterprises that repair, build, and convert inter-regional fishing vessels.

    Continue to review and supplement regulations on fishing bans, temporary fishing suspensions, fishing bans, and occupation bans in some seas, breeding areas, and immature fishery areas. focus on living, the habitat of aquatic species.
